Hong Kong Residents: Your Pathway to Canadian Permanent Residency and Work Permits
Canada has introduced several immigration pathways for Hong Kong residents looking to build a new future in the country. However, these special measures are set to expire soon, and applicants should act fast to take advantage of the opportunity. Individuals from Hong Kong can apply for work permits and permanent residency (PR) under streamlined processes, but the program is scheduled to end on August 31, 2026. If you’re considering making the move, now is the time to apply. Here’s what you need to know about the available programs and how they can help you establish a life in Canada.

The Hong Kong Pathway to Permanent Residency
The Government of Canada has designed special PR pathways for Hong Kong residents to encourage skilled professionals, graduates, and workers to migrate to Canada. These PR pathways fall under two key streams:
Stream A: In-Canada Graduates
This stream is for Hong Kong residents who have recently graduated from a Canadian post-secondary institution. To qualify, you must:
- Hold a valid passport issued by the Hong Kong Special Administrative Region (HKSAR) or a British National (Overseas) passport.
- Have completed a post-secondary diploma or degree from a Canadian designated learning institution in the last three years.
- Have completed at least 50% of your program while residing in Canada.
Stream B: Work Experience in Canada
This stream is designed for Hong Kong residents with recent work experience in Canada. To be eligible, you must:
- Have at least one year of full-time work experience (or an equivalent amount of part-time experience) in Canada within the last three years.
- Hold a Canadian post-secondary diploma or degree or an equivalent foreign credential earned within the past five years.
- Hold a valid HKSAR or British National (Overseas) passport.
Successful applicants under these streams will receive permanent resident status, allowing them to live and work in Canada indefinitely.

Hong Kong Open Work Permit for PR Applicants
If you have applied for permanent residence under one of the Hong Kong pathways, you may be eligible to extend your temporary status by obtaining a new open work permit. This measure is designed to ensure you can continue working in Canada while your permanent residence application is being processed, especially if your current work or study permit is due to expire.
However, if you currently hold a valid open work permit and your temporary status is set to expire while your permanent residency application is being processed, you may be eligible to extend your work permit under other available provisions. This extension ensures that you can continue working legally in Canada as your permanent residency application proceeds.
Eligibility and Duration
To qualify for this extended open work permit, you must:
- Have applied for permanent residence under one of the two Hong Kong PR pathways.
- Have held a valid work or study permit within the three years preceding the receipt of your PR application.
If you meet these requirements, you can apply for a new open work permit that will be valid for up to three years—helping you maintain your legal status and work authorization throughout the processing period of your PR application.
