Francophonie Mobility Program

Unlock New Opportunities with the Francophonie Mobility Program

Are you a French-speaking individual looking to work in Canada? The Francophonie Mobility Program might be the perfect opportunity for you! This initiative by the Government of Canada aims to make it easier for French-speaking foreign nationals to obtain a work permit and contribute to the growth of dynamic Francophone communities across the country.

What is the Francophonie Mobility Program?

The Francophonie Mobility Program is an exemption from the Labour Market Impact Assessment (LMIA), which means employers do not need to obtain a positive LMIA to hire temporary foreign workers. This program is designed to encourage the development of Francophone communities outside Quebec and support the integration of French-speaking immigrants into Canadian society.

Eligibility Requirements

To be eligible for the Francophonie Mobility Program, candidates must meet the following criteria:

  • Proficiency in French: Candidates must provide proof of their French language proficiency. Language test with an equivalent to a “Niveaux de compétence linguistique canadiens (NCLC)” level 5 or higher in speaking and listening.
  • Job Offer: Candidates must have a job offer from a Canadian employer outside Quebec.
  • Types of Positions: The program is open to all types of positions, except primary agricultural occupations.
  • Open to All Nationalities: There is no age limit, and the program is open to individuals from all nationalities.

How to Apply

Applying for the Francophonie Mobility Program:

  • Employer’s Role: The Canadian employer must submit an offer of employment through the Employer Portal using the LMIA exemption code C16. They must also pay a compliance fee of CAD $230.
  • Candidate’s Role: The candidate must provide the offer of employment number to apply for the work permit. The application process includes submitting proof of French language proficiency and other required documents1.
  • Processing Time: The processing time for a work permit application is approximately 10 weeks, but it can be expedited for certain NOC skill levels.
  • Hold a Canadian post-secondary diploma or degree or an equivalent foreign credential earned within the past five years.
  • Hold a valid HKSAR or British National (Overseas) passport.

Successful applicants under these streams will receive permanent resident status, allowing them to live and work in Canada indefinitely.

Benefits for Employers and Candidates

For Employers:

  • No LMIA required.
  • Employer-specific work permit.
  • Valid for the duration of the job offer and can be renewed.

For Candidates:

  • An additional step towards permanent residency.
  • Open work permit for common-law partners and spouses.
  • Authorization to study for dependent children.
  • Government-funded settlement services in French.
